How are there high tier?

 

Brazil - culture king, Pracinhas are really good but a bit too late game
Japan - awesome UU and UA
Sweden - Solid af both UU and UA

 

Brazil is supper cultrue hoarders , sweden great friends in war and japan great at fishing and war
